The requirements for GHG inventory and MRV in the construction sector must adhere to the criteria stipulated in Decree 06/2022/ND-CP and Circular 01/2022/TT-BTNMT, specifically:

• Comprehensive: Covering all GHG emission sources. Data must be collected continuously, without interruption, and accompanied by an explanation for any changes.

• Consistent: Ensuring consistency in data, calculations, and methods. Any changes must be clearly reported and cross-verified.

• Transparent: Data, assumptions, methods, and sources must be fully documented, explained, cited, and archived.

• Accurate: Results must be reliable and minimize errors based on chosen methodologies.

The requirements for verifying GHG inventory results and GHG mitigation in the construction sector comply with Article 9 of Circular 01/2022/TT-BTNMT, issued by the Ministry of Natural Resources and Environment.
