Founded on 24 October 1957 as the Department of Import-Export Goods Inspection under the Ministry of Trade (now the Ministry of Industry and Trade), Vinacontrol is the first inspection organization in Vietnam. Beyond laying the foundation for the nation’s conformity assessment sector, Vinacontrol has steadfastly upheld its role as a pioneering and leading force for decades.

For 69 years, Vinacontrol has accompanied the major transformations of Vietnam’s economy – from the country’s earliest import-export shipments to today’s integrated global supply chains. Every test conducted and every certificate bearing the Vinacontrol seal embodies the principles of independence, neutrality, and objectivity, serving as a trusted assurance even in the world’s most demanding markets.

With a nationwide network of over 40 branches and laboratories, supported by a team of more than 1,000 experts, Vinacontrol continues to expand and strengthen its comprehensive ecosystem of solutions. The Heritage journey

1957

The Department of Import-Export Inspection (also serving as the Import-Export Inspection Office) was established pursuant to Decision No. 514/BTN-TCCB issued by the Minister of Commerce.

From its early, compact structure – comprising three divisions in Hanoi and a sub-office in Hai Phong – the seeds of professional expertise quietly took root amid a period when the nation was simultaneously engaged in reconstruction and struggle. From the outset, the organization carried a profound political and economic mission: to affirm the credibility of Vietnamese goods and to contribute to the building of the country’s young economy.

1959 - 1965

By enforcing 100% inspection of export consignments, the Department of Import-Export Inspection ensured that no substandard goods were released beyond national borders.

In parallel, continuous research and capacity building enabled its laboratories in Hanoi and Hai Phong to emerge as the first scientific and technical pillars of the sector, laying the foundation of trust and credibility for Vietnam’s inspection and conformity assessment activities among quality authorities and foreign trade organizations worldwide.

1965 - 1974

A network of inter-provincial testing laboratories was established, spanning from Ha Nam Ninh, Vinh Phu, Ha Bac, Lang Son, and Quang Ninh to major export consolidation points, with the guiding principle that – regardless of difficulties – operations must remain close to the goods and the production bases, ensuring end-to-end inspection and assessment in strict adherence to the principles of accuracy – honesty – promptness for all export and import consignments.

On 16 July 1974, pursuant to Decision No. 513/BNgT-TCCB issued by the Minister of Commerce, the Import-Export Inspection Office was separated from the Department of Import-Export Inspection and officially renamed the Vietnam Import-Export Inspection Company (Vinacontrol), marking a significant institutional transition.

1975

Vinacontrol Da Nang was established pursuant to Decision No. 1016/BNgT-TC-CB issued by the Ministry of Foreign Trade, originally under the name Da Nang Branch of the Import-Export Inspection.

1976

On 18 March 1976, the Ministry of Economy and Finance decided to separate the Southern Port Import-Export Inspection Company into two subordinate entities.

Subsequently, on 17 January 1977, the Ministry of Foreign Trade decided to establish the Vietnam Import-Export Inspection Branch in Ho Chi Minh City, commonly referred to as Ho Chi Minh City Branch of the Import-Export Inspection, operating under the Vietnam Import-Export Inspection Company (the predecessor of Vinacontrol Ho Chi Minh City).

1988

A significant milestone in Vinacontrol’s adaptation to the market-oriented economy was marked by the decision to merge the Department of Import-Export Inspection into the Vietnam Import-Export Inspection Company, pursuant to Decision No. 402/KTĐN-TCCB dated 12 November 1988 issued by the Ministry of Foreign Economic Relations.

1989

Vinacontrol Hanoi was established pursuant to Decision No. 62/KTDN-TCCB issued by the Ministry of Foreign Economic Relations, under the original name Hanoi Branch of the Import-Export Inspection.

1992

Quang Ninh Branch of the Import-Export Inspection was established under the Vietnam Import-Export Inspection Company pursuant to Decision No. 227/TMDL-TCCB issued by the Minister of Trade and Tourism.

2005

In implementation of the State’s policy on the equitization of state-owned enterprises, the Minister of Trade issued Decision No. 1758/2004/QĐ-BTM dated 29 November 2004 and Decision No. 1525/QĐ-BTM dated 24 May 2005, converting the Vietnam Import-Export Inspection Company into Vinacontrol Inspection Joint Stock Company. Accordingly, the Company officially commenced operations under the joint-stock model on 1 June 2005.

2006

Vinacontrol was listed on the HNX under the ticker symbol VNC, becoming the first and only inspection organization to be listed on the Vietnamese stock market.

2007

Vinacontrol Property Valuation Company Limited was established, expanding its professional capabilities into the field of property valuation. The Company provides valuation services for assets (including real estate, machinery and equipment, and means of transportation, etc.) as well as enterprise valuation and the appraisal of intangible assets, meeting the evolving demands of the market and economic management.

2008

Vinacontrol Environmental Consultancy and Appraisal Joint Stock Company (VIECA) was established, expanding its operations into environmental consulting, appraisal, and environmental impact assessment, in response to the growing demands for environmental protection and sustainable development.

2009

Vinacontrol Certification Joint Stock Company (Vinacontrol Cert, abbreviated as VNCE) was established, providing consulting, training, and conformity certification services for customers’ products and services.

2011

Vinacontrol Inspection Joint Stock Company officially changed its name to Vinacontrol Group Corporation pursuant to the Resolution of the General Meeting of Shareholders in April 2011.

2012

Vinacontrol Certification Joint Stock Company was renamed Vinacontrol Certification and Inspection Joint Stock Company (Vinacontrol CE) to fully reflect its expanded scope of operations, which includes technical safety inspection, quality inspection, and inspection/calibration of measuring equipment, in addition to consulting, training, and product certification services.

2015

In compliance with the Law on Prices, Vinacontrol Valuation Company Limited was equitized and officially renamed Vinacontrol Valuation Joint Stock Company (Vinacontrol PV).

2017 - Present

Vinacontrol continues to evolve amid Vietnam’s deepening economic integration.

Today, Vinacontrol operates the most extensive network in the sector, with over 40 branches and laboratories nationwide, and possesses leading multi-sector assessment capabilities serving key areas such as agriculture, industry, food, logistics, environment, and sustainable development.
