According to Clause 6, Article 3 of the 2010 Law on Economical and Efficient Use of Energy:
"Energy audit is the activity of measuring, analyzing, calculating, and evaluating to determine energy consumption, identify potential energy savings, and propose energy-saving and efficiency solutions for energy-using facilities."
An energy audit is an essential process that helps organizations and enterprises understand how energy is being used and identify opportunities for improvement. This not only reduces operating costs but also contributes to environmental protection - especially as Vietnam is promoting sustainable development.
When is an Energy Audit required?
- In accordance with statutory requirements: Designated key energy-using facilities are required to conduct an energy audit at least once every three (03) years and submit the audit report to the Department of Industry and Trade in compliance with Circular No. 25/2020/TT-BCT.
- When significant changes occur in technology or operational scale: Expansion of production lines, factory upgrades, or changes in fuel sources (e.g., coal, oil, biomass, solar power) that substantially impact overall energy consumption.
- When energy costs increase abnormally: Electricity or fuel expenses rise disproportionately to production output, or when equipment degradation leads to reduced operational efficiency and increased energy losses.
- When implementing sustainability and green transition strategies: To support ESG reporting, ISO 50001 implementation, development of decarbonization roadmaps, or to meet energy efficiency and emission reduction requirements from partners and international buyers.

Who Must Conduct an Energy Audit?
Entities required to conduct an energy audit include key energy users as defined in Decree No. 21/2011/ND-CP:
- Industrial, agricultural, or transportation facilities with total annual energy consumption equivalent to 1,000 TOE (tons of oil equivalent) or more;
- Buildings used as offices, residences, schools, hospitals, entertainment venues, gyms, hotels, supermarkets, restaurants, and shops with annual energy use of 500 TOE or more.
