Service Background
State inspection of food safety for imported food products is a mandatory activity aimed at assessing and verifying the safety level of products prior to their circulation in Vietnam.
Vinacontrol’s services support importers by:

Legal Basis
State inspection of food safety is conducted in accordance with the provisions of the Law on Food Safety, the Law on Product and Goods Quality, and the Law on Standards and Technical Regulations, among others.
The procedures for state quality inspection and food safety inspection of imported goods are detailed in Government Decrees, including:
- Decree No. 15/2018/NĐ-CP (dated February 2, 2018): Detailing the implementation of certain articles of the Law on Food Safety
- Decree No. 132/2008/NĐ-CP (dated December 31, 2008): Detailing the implementation of certain articles of the Law on Product and Goods Quality (as amended and supplemented by Decree No. 74/2018/NĐ-CP dated May 15, 2018 and Decree No. 13/2022/NĐ-CP dated January 21, 2022)
- Decree No. 85/2019/NĐ-CP (dated November 14, 2019): Regulating administrative procedures under the National Single Window, ASEAN Single Window, and specialized inspection for exported and imported goods
Which Products Require Food Safety Inspection?
In accordance with the Law on Food Safety, imported products subject to state food safety inspection include:
- Food products
- Food additives
- Food processing aids
- Utensils, packaging, and containers in direct contact with food
Except for certain products exempted from inspection as stipulated in Decree No. 15/2018/NĐ-CP and Decree No. 85/2019/NĐ-CP.

State Food Safety Inspection Procedure for Imported Food
The procedure for state food safety inspection of imported food is implemented in accordance with Decree No. 15/2018/NĐ-CP.

- Step 3: Conduct inspection of imported food in accordance with legal regulations
