The Ministry of Industry and Trade issues regulations on textile exports to Mexico under the CPTPP A

On April 19, the Minister of Industry and Trade signed the issuance of Circular No. 07/2019 / TT-BCT on textile and garment exports to Mexico under the Comprehensive Partnership and Trans-Pacific Partnership Agreement (CPTPP). The Circular takes effect from June 20, 2019.

The issuance of the Circular aimed at fulfilling Vietnam's commitment to CPTPP and 22 Bilateral Letters between the Minister of Economic Affairs of Mexico and the Minister of Industry and Trade of Vietnam on exporting textiles and garments to Mexico under the CPTPP Agreement.

The representative of the Ministry of Industry and Trade said, in order to implement administrative procedure reforms, to abolish the application mechanism, to facilitate the export of textiles and garments according to CPTPP, the issuance of export certificates according to quotas Tariffs for textiles and garments exported to Mexico under the CPTPP Agreement are stipulated as follows: Automatic export certificates for traders by way of deduction of tariff quota on electronic systems and on the principle of traders In advance of the previous application, traders apply later, until the TRQ has been issued.

In addition, issue export certificates when traders have exported shipments. Under this mechanism, traders must regularly monitor tariff quotas on electronic systems to submit dossiers of registration for export certificates.

In addition, the Circular stipulates that traders who export textiles and garments to Mexico under the CPTPP Agreement (including those who export under quotas and also those who do not follow tariff quotas) must register inform Ministry of Industry and Trade to implement the mechanism of monitoring textile exports to Mexico under the CPTPP Agreement./.
