1. The list of food products and commodities under the authority of the Ministry of Health

- Bottled drinking water, natural mineral water, and food-grade ice (both ready-to-use ice and ice used for food processing), excluding ice used for preservation and processing of products under the management of the Ministry of Agriculture and Rural Development.

- Functional foods.

- Food supplements.

- Food additives, flavorings, and processing aids.

- Utensils, packaging materials, and containers in direct contact with food, except for those used for products under the management of the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, which are produced in the same establishment and intended only for the food products of that establishment.

- Other products not specified in the lists of the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development.

2. List of food products/commodity groups under the authority of the Ministry of Agriculture and Rural Development

2.1. Cereal Group: Cereals, pre-processed cereals (milling, grinding, husking, bran removal, flaking, germination, heat treatment, etc.), excluding powdered products and products processed from powder or starch.

2.2. Meat and meat products:

• Fresh meat, chilled meat, frozen meat (whole, minced, sliced, cut, ground, shaped, etc.).
• Edible by-products of livestock and poultry (offal, bones, feet, necks, wings, fat, blood, etc.).
• Meat products and edible by-products of livestock and poultry (dried, smoked, canned, heat-treated, salted, collagen, gelatin, etc.), excluding functional foods regulated by the Ministry of Health.
• Processed products containing meat (sausages, meatloaf, ham, salami, sausage, luncheon meat, pâté, meatballs, breaded meat, batter-coated meat, oil-immersed meat, soup, juice, extract, etc.), excluding bakery products regulated by the Ministry of Industry and Trade.

2.3. Aquatic products and seafood (including amphibians):

• Fresh and pre-processed vegetables and fruits (cut, peeled, deseeded, ground, etc.), excluding vegetables, fruits, and seeds used for breeding.
• Processed vegetables and fruits (fermented, dried, heat-treated, powdered, canned, coated with flour, marinated in vinegar, soaked in oil, soaked in sugar, powdered, extracted, juice, etc.), excluding bakery products, preserves, candies, dried fruits, and beverages regulated by the Ministry of Industry and Trade.

2.5. Eggs and egg products:

• Eggs from terrestrial and amphibian animals.
• Pre-processed and processed eggs from terrestrial and amphibian animals (shell removal, baking, freezing, grinding, heat treatment, salting, marinating with herbs, etc.).
• Blended food products containing eggs, egg powder, excluding bakery products containing eggs or egg powder regulated by the Ministry of Industry and Trade.

2.8. Genetically modified food products.

• Sea salt, rock salt.
• Refined, processed, or blended salt with other ingredients.

2.10. Spices:

• Pure spices, blends, spices of animal or plant origin (meat-based spice powder, bone-based spice powder, extract, paste, etc.), excluding spices accompanying products processed from flour or starch (instant noodles, instant porridge, etc.) regulated by the Ministry of Industry and Trade.
• Sauce and sauce preparations.
• Condiments, dipping sauces.
• Fresh, dried, ground, or powdered fruits of the Capsicum or Pimenta genus.

2.11. Sugar:

• Sugar derived from sugarcane or sugar beet and chemically pure sucrose in solid form.
• Other sugars (including chemically pure lactose, maltose, glucose, and fructose in solid form; undiluted sugar syrup without flavoring or coloring; artificial honey mixed or unmixed with natural honey; caramel sugar).
• Syrup obtained from sugar extraction or refined sugar.

2.12. Tea group:

• Freshly prepared tea, with or without flavoring, excluding ready-to-drink beverages; cakes, preserves, candies containing tea, regulated by the Ministry of Industry and Trade.
• Other plant-based tea products, excluding ready-to-drink beverages, regulated by the Ministry of Industry and Trade.

2.13. Coffee group:

• Fresh coffee beans, dried coffee beans, coffee extracts, concentrates, and condensates.
• Coffee, roasted or unroasted, decaffeinated or not; coffee husks and parchment; coffee substitutes containing coffee in certain proportions; powdered extract with or without sugar, milk, cream for instant consumption; processed products containing coffee, excluding ready-to-drink beverages; cakes, candies, preserves containing coffee, regulated by the Ministry of Industry and Trade.

2.14. Cocoa group:

• Fresh cocoa beans, dried cocoa beans, whole or broken, raw or roasted; cocoa shells, cocoa bean shells, cocoa waste; cocoa powder, defatted or not, cocoa butter, fat, and cocoa oil; cocoa powder without added sugar or sweeteners.
• Cocoa powder products, roasted and ground, non-roasted and ground, solid, liquid, instant powder with or without sugar, milk, cream, other cocoa-containing preparations, excluding beverages; cakes, candies, preserves containing cocoa, regulated by the Ministry of Industry and Trade.

2.15. Pepper group:

• Pepper (Piper genus), dried pepper, fresh pepper, ground pepper, crushed pepper.
• Fresh, dried, ground, or crushed fruits of the Capsicum or Pimenta genus.

2.16. Cashew group:

• Cashew nuts.
• Processed products made from cashew nuts, excluding cakes, preserves, candies containing cashew nuts, regulated by the Ministry of Industry and Trade.

2.17. Other agricultural food products:

• Various types of nuts (sunflower seeds, pumpkin seeds, melon seeds, etc.), processed or unprocessed.
• Plant-based products used as food, either in their raw form or processed form (bamboo shoots, mushrooms, wood ear mushrooms; soybean products excluding oil; peels, roots, leaves, stems, edible flowers of certain plant species), excluding substances used as medicinal herbs or functional foods regulated by the Ministry of Health.
• Bird's nests and bird's nest products, excluding substances used as medicinal herbs or functional foods regulated by the Ministry of Health.
• Food products derived from insects (crickets, grasshoppers, silkworms, etc.).

2.18. Tools, packaging materials, food containers used in the production, processing, and trade of food within the assigned management scope.
