Implement State inspection of the quality of imported pesticides and fertilizers through the NSW

On September 8, 2021, the Plant Protection Department under the Ministry of Agriculture and Rural Development issued Document No. 1599/BVTV-KH requesting the implementation of the above procedure connection through the National Single Window.

The Ministry of Agriculture and Rural Development will officially implement 02 procedures "State inspection of the quality of imported pesticides" and "State inspection of the quality of imported fertilizers" through the National single window from September 20, 2021.

On September 15, 2021, the General Department of Vietnam Customs issued Official Letter No. 4451/TCHQ-ITTT notifying the implementation of the above procedures to the Customs branch. Accordingly, the General Department of Customs requested the Customs branch to decentralize the use of the function of looking up the quality certificate of imported pesticides and imported fertilizers on the Custom Electronic System (E-Customs) for customs officers.

At the same time, it is required that customs officers at the Customs branch access the centralized electronic customs clearance system (E-Customs) to search and exploit the Certificate of quality of imported pesticides and imported fertilizers and do not require enterprises to submit paper copies of documents issued through the National Single Window when doing customs procedures.

Vinacontrol is an inspection organization authorized by the Ministry of Agriculture and Rural Development to carry out State inspection of imported fertilizer quality in accordance with the Government's Decree 84/2019/ND-CP dated November 14, 2019, on fertilizer management.

Vinacontrol is also appointed as an organization testing and certifying fertilizer conformity under a decision of the Ministry of Agriculture and Rural Development.
