MC: For a unit wishing to import scrap, what steps does the unit need to take?
Vinacontrol: To import scrap as a production raw material, importers need to understand the regulations in the Environmental Protection Law and the guidance of Decree No. 08/2022/NĐ-CP. It is stated that scrap imported from abroad to Vietnam must meet the national environmental technical standards.
In addition, this scrap must belong to the list of scrap allowed to be imported from abroad as raw materials for the market. The most recent regulation is Government Decision No. 13/2023/QĐ-Ttg.
To import a batch of scrap, businesses must:
- Request an appraisal organization designated by the Ministry of Natural Resources and Environment to inspect and appraise the batch to meet the requirements and regulations of the Government.
- Provide complete document files, import licenses, and documents certifying the inspection fee to the appraisal organization.
- The business representative, along with customs, witnesses the appraisal organization opening, inspecting goods, taking test samples, and signs the appraisal records.
The appraisal organization will issue an appraisal certificate if the results comply with the technical regulations of the standards.
MC: As a unit designated to inspect batches of used machinery and equipment, how has Vinacontrol professionalized inspection processes?
