Vinacontrol is designated by the Ministry of Agriculture and Rural Development as the certification organization for livestock feed safety.
1. What is livestock feed safety certification?
Livestock feed refers to products consumed by animals in fresh, live, or processed forms, including complete feed, concentrated feed, supplemental feed, and traditional feed.
Livestock feed falls under category 2 - products and goods that have the potential to cause safety risks, under the responsibility of the Ministry of Agriculture and Rural Development. Therefore, the ministry has issued national technical standards for livestock feed to control its quality, including:

QCVN 01-183:2016/BNNPTNT: Regulating maximum allowable limits for mycotoxins, heavy metals, and microorganisms in mixed feed for livestock and poultry.

QCVN 01-190:2020/BNNPTNT and Amendment 01:2021 QCVN01-190:2020/BNNPTNT: Specifying maximum allowable limits for safety indicators in livestock feed and raw materials for aquaculture feed production.
Conformity Certification of Animal Feed is the process of assessing and certifying the quality of the product before it is circulated in the market or imported for production purposes. All organizations and individuals involved in the business of livestock feed in Vietnam are required to undergo feed safety certification and obtain a certificate of compliance before distributing their products to the market, according to Circular No.04/2020/TT-BNNPTNT issued by the Ministry of Agriculture and Rural Development.
2. Procedure for the declaration of conformity for animal feed:
2.1. Procedure for the certification of imported animal feed products (Method 7):
Step 1: Register for conformity certification using the registration form provided by Vinacontrol. The customer provides product information and business details.
Step 2: After registering for certification, Vinacontrol will send the necessary documents to the customer to complete the procedures for quality inspection and customs clearance (if applicable).
Step 3: Vinacontrol conducts an assessment of the batch of imported feed and takes samples for testing at the port or warehouse (if applicable).
Step 4: Upon obtaining the test results and meeting the requirements, Vinacontrol issues a certificate of conformity to the customer. At this point, the customer completes the import documentation and provides it to the Customs for clearance.
The certificate of conformity issued by Vinacontrol is valid nationwide. The validity of the certificate of conformity for imported animal feed according to Method 7 is applicable only to the evaluated batch of products.
Step 5: Declare the conformity of the animal feed. Vinacontrol provides guidance to customers on this step.
2.2. Procedure for the certification of domestically produced animal feed (Method 5):
Step 1: Register for conformity certification using the registration form provided by Vinacontrol. The customer provides product information and business details.
Step 2: Proceed with contract signing and quotation.
Step 3: Vinacontrol provides consultation and guidance on establishing a quality assurance system. If the customer already has a quality assurance system or ISO 9001 certification, this step can be skipped.
Step 4: Vinacontrol conducts an assessment of conformity at the production facility, takes samples for testing, and evaluates the production process according to the standards QCVN 01-183:2016/BNNPTNT and QCVN 01-190:2020/BNNPTNT. To prepare for the evaluation, Vinacontrol will send the required documents to the customer in advance.
Step 5: Upon obtaining the test results and meeting the requirements, Vinacontrol issues a certificate of conformity for the animal feed to the customer.
The certificate of conformity issued by Vinacontrol is valid nationwide. The validity of the certificate of conformity for domestically produced animal feed according to Method 5 is 3 years, with monitoring evaluations conducted at a maximum frequency of once every 12 months. Within the validity period of the certificate, organizations and individuals are allowed to supply products to the market without quantity restrictions. The monitoring evaluations and reassessments must involve sampling the entire certified feed and testing 100% of the quality criteria.
Step 6: Declare the conformity of the animal feed. Vinacontrol provides guidance to customers on this step.
Step 7: Within the 3-year validity period of the conformity certification, Vinacontrol will conduct annual monitoring evaluations.
