Service Background
The inspection of machinery, equipment, and technological lines in investment projects is the process of assessing the conformity of technologies and equipment with applicable standards, technical regulations, and current legal requirements through observation and evaluation of measurement and testing results.
According to regulations, this activity must be carried out by an inspection body designated by the Ministry of Science and Technology. The inspection certificate constitutes a mandatory component of the application dossier for determining the technology of an investment project in accordance with Decision No. 29/2023/QĐ-TTg.

- Decree No. 31/2021/NĐ-CP (March 26, 2021): Detailing and guiding the implementation of certain articles of the Law on Investment
- Decree No. 107/2016/NĐ-CP (July 1, 2016): Regulating conditions for conformity assessment service providers
- Decision No. 29/2023/QĐ-TTg (December 19, 2023): Issued by the Prime Minister, prescribing dossiers, procedures, and processes for determining investment projects using outdated technologies, potentially causing environmental pollution or resource inefficiency

Vinacontrol is officially designated by the Ministry of Science and Technology to perform inspection of machinery, equipment, and technological lines in investment projects under Decision No. 29/2023/QĐ-TTg.
